It is now about eight months since
Sir Patrick Abercrombie left Hong Kong and his original intention was to send us his report within three months of his departure. Last month we heard indirectly that he was working on it.

We are very anxious to have the recommendations as soon as possible since we have felt compelled to hold up decisions in a number of important matters in order to have the benefit of his advice. We are particularly anxious to push forward with schemes which may qualify for a Colonial Development and Welfare allocation, but have so far had to confine ourselves to applications relating to schemes for the New Territories which will not be affected by Sir Patrick's report.

You may consider that it would be inadvisable to attempt to hurry Sir Patrick, but if there is anything you judge can usefully be done to extract the report a little more quickly, we would be very grateful.
